A new California anti-paparazzi law was put on the books at the worst possible moment for the paparazzo involved in Justin Bieber's high speed car chase.

The law prohibits the paparazzi from endangering people while trying to shoot photos or video, which is exactly what happened when both the still-unnamed photographer and Biebs flew down LA highways at reported speeds of 100 MPH. And according to TMZ, the California Highway Police is recommending the photographer be charged with that law and reckless driving!

So how long could the photographer end up in the slammer for? Both the new anti-paparazzi law and reckless driving call for six months on each charge, which means he could spend up to a year in jail! What about Justin though? Surprisingly, there are no plans to charge Biebs for reckless driving and his traffic ticket will do just fine.

Unfortunately, that's the power of celebrity. Both of them drove like maniacs like down the highway and put lives in danger, but only one of them is being held accountable for it.
