A photographer trying to shoot pics of Justin Bieber's car was struck by another vehicle and pronounced dead yesterday evening.

The unnamed paparazzo was following the singer's Ferrari as a cop pulled it over for speeding on an LA highway. As he began taking photos, California Highway Patrol ordered him to move away from the scene because the situation was unsafe. He crossed the highway to snap pictures from a distance and was hit by a moving vehicle while crossing back.

Justin was not in the vehicle at the time -- sources claim that Justin's friend was driving the car and another friend was in the passenger seat, according to TMZ.

"While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim," said Justin in a statement. "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."

Miley Cyrus also shared her thoughts on the tragedy via Twitter, calling for legislation to prevent similar incidents from happening. "Hope this paparazzi/JB accident brings on some changes in '13 Paparazzi are dangerous! Wasn't Princess Di enough of a wake up call?!" she wrote.
